Alternative Approaches for Regulating Greenhouse Gas Emissions from Existing Power Plants under the Clean Air Act

To date, stakeholders have offered several policy proposals and other design concepts for discussion. This report presents a taxonomy of alternative policy designs, discusses their benefits, weaknesses and tradeoffs and provides an economic analysis for the most promising alternatives.
