About
Lindsay Cooper Phillips serves as the Associate Director for State Policy at Clean Air Task Force, leading the organization’s work across the Gulf Coast region. She partners with policymakers, industry leaders, and civic organizations to advance state policies and develop analyses that support the commercialization and scaling of next-generation energy technologies. Her efforts focus on strengthening economic competitiveness, bolstering community vitality, and improving air quality.
Before joining CATF in 2023, Lindsay spent five years in Louisiana Governor John Bel Edwards’ administration, leading major initiatives spanning energy, infrastructure, and environmental policy. She created a statewide, multi-sector process to produce Louisiana’s Climate Action Plan, including the formation of the Louisiana Climate Initiative Task Force. She also established an interagency energy workgroup that secured a $500 million grant from the U.S. Department of Energy for grid resilience.
Her earlier work focused on flood mitigation and coastal restoration, providing experience across several of the Gulf Coast’s defining infrastructure and environmental challenges. Lindsay is a Louisiana native and a graduate of Tulane University.
