About

Jess Wymer is CATF’s Implementation Program Manager. Her work is focused on federal funding program implementation, place-based implementation, and empowering federal, state, and local government stakeholders to advance carbon-free energy goals by effectively leveraging federal resources.

Prior to joining CATF, Jess was an associate at an environmental policy consulting firm where she supported the implementation of new policies and programs at federal, state, and local government agencies. Her work included stakeholder and public engagement, agency program evaluations, coordinating with state, local, and Tribal grant applicants, and development of tools, trainings, and communication materials. Her experience also includes the development of recommendations reports to state government on how to allocate new federal funding resources and to local government on policy approaches to address GHG emissions through utility regulation.

Jess is from Bergenfield, New Jersey. She relocated to Burlington, Vermont in 2013 to study at the University of Vermont. While working on her B.S. in Environmental Studies at UVM, she served as administrative and constituent support staff for the governor of Vermont and was a carbon market feasibility researcher at the Vermont State House. Jess also studied at Vermont Law School, where she received a master’s degree in Environmental Law and Policy.
