Leading on Offshore Wind Through 2029 and Beyond: A Collaborative Playbook for East Coast States

Offshore wind is poised to play a critical role in meeting the East Coast’s growing electricity demand, with more than 5,800 MW under construction and over 6,500 MW in advanced permitting—enough to power more than four million homes. This high-capacity, fuel-free resource can be deployed at the speed and scale needed to support decarbonization and reliability goals before 2030, providing clean electricity close to major population centers and stabilizing electricity prices. At the same time, fragmented state markets, limited transmission infrastructure, and federal permitting uncertainty create significant deployment challenges that must be addressed.

This playbook provides East Coast states with actionable strategies, multistate collaborative approaches, and practical recommendations to accelerate offshore wind development while reducing financial, regulatory, and operational risks.
