Robert Kell

About

Robert Kell joined Clean Air Task Force in 2025 as the Senior Southeast Regional Policy Manager. In this capacity, he advances policies that support clean, affordable technologies and innovative solutions across the Southeastern United States.

He comes to CATF with more than a decade of experience as a policy advocate, community organizer, and program manager in Central Appalachia. He has led multimillion-dollar grant initiatives to strengthen disaster resilience, expand clean energy access, and support sustainable economic development. His leadership has brought together community leaders, policymakers, and industry stakeholders to develop collaborative strategies that address regional challenges and opportunities.

Robert earned his bachelor’s degree in government from the University of Virginia, a Master of Theological Studies from Vanderbilt University, where his work focused on environmental and social ethics, and a Graduate Certificate in Sustainability from Wake Forest University. He remains deeply rooted in Appalachia and is passionate about ensuring rural communities share in the benefits of a growing clean energy economy
