Raihan is the Senior Associate for the Electricity program at Clean Air Task Force, where she supports CATF’s electricity sector decarbonization strategies related to market design, system planning, and policies that enable clean energy implementation across the U.S.

Prior to joining CATF, Raihan worked to advance the energy transition in Iowa through policy and regulatory advocacy, research analysis, and collaborative outreach. Her work influenced decisions affecting thousands of megawatts of power transmission and renewable energy capacity across the state. Raihan’s background also spans large-scale renewable development and 24/7 carbon-free electricity campaigns. Additionally, she has provided public sector consulting in emerging economies, focusing on macro-level grid transition models and rural microgrid frameworks.

Raihan holds an MPA in energy and quantitative studies from Columbia University’s School of International and Public Affairs, as well as a BSc in environmental economics and policy from the University of California, Berkeley.
