Director, Hydrogen - Europe

About

Philip joined Clean Air Task Force as the Director, Hydrogen – Europe in April 2025. He shapes policy, infrastructure and investment frameworks to scale the clean hydrogen economy across the continent. A chemical engineer by training, he combines deep technical expertise with strategic insight to remove regulatory and market barriers for industrial decarbonisation and zero-carbon fuels.

With over 20 years of experience spanning public and private sectors, Philip has led flagship programmes—most notably the UK’s £100 M Industry & CCUS Innovation Programme—and steered the creation of national hydrogen roadmaps across Europe. Before joining CATF, he was a Principal Consultant at Worley Consulting, advising clients on SAF investment evaluations, EU Innovation Fund bids, hydrogen import legislation workshops and broader routes-to-market strategies.

Earlier in his career as a civil servant in the UK government’s Department for Business, Energy and Industrial Strategy, Philip helped set the UK’s net-zero ambitions, focusing on hydrogen deployment and industrial decarbonisation policy. He holds an MSc in Chemical Engineering with Environmental Technology from the University of Manchester Institute of Science and Technology.
