Director, Foundation Giving

In his role, Harlan manages all foundation grants and works closely with the organization’s staff experts to direct proposal writing, grant reporting, and develop new funding opportunities. He also serves as a critical relationship manager for Clean Air Task Force’s foundation donors.
Prior to joining Clean Air Task Force, Harlan led relationship management for a portfolio of foundations at Ceres, a sustainability nonprofit focused on accelerating the private sector’s transition to a net-zero future. In this role, Harlan raised catalytic, start-up funding for the Ceres Accelerator for Sustainable Capital Markets, the Climate Action 100+ global investor initiative, and the Ambition 2030 campaign. He also served as a member of the organization’s Program Management Team and supported all aspects of program development, integration, and evaluation.
Harlan began his career in electoral politics, most notably leading fundraising for Maine’s landmark 2016 ranked choice voting ballot initiative – a victorious statewide campaign which brought about first-in-the-nation electoral reform. He holds a bachelor’s degree in international relations and global health from Emory University.
