Policy Analyst, Latin America and the Caribbean Fossil Fuel Methane, Methane Pollution Prevention

Felipe Javier Cardoso Saldaña joined the Methane Pollution Prevention team at Clean Air Task Force in September 2025 as a policy analyst for fossil fuel methane in Latin America and the Caribbean. In this role, Felipe supports development of policies and advocacy that promotes methane emission reduction across the fossil fuel sector in the region.

Felipe brings 10 years of academic and industry experience in methane emission characterization and mitigation from the oil and gas sector. Before joining CATF, Felipe worked at a major Oil & Gas company where he advanced the capabilities of methane emission detection, quantification, and abatement technologies. He conducted research to understand the performance of detection and quantification technologies across upstream facilities, to gain regulatory acceptance of such technologies, and to support decision making for technology deployment, by collaborating with start-up companies, industry, universities and non-governmental organizations. During graduate school, he developed methodologies to estimate methane emissions from oil and gas sources with high spatial and temporal resolution.

Felipe holds a Bachelor’s degree in Chemical Engineering from Tec de Monterrey (Mexico), and a Ph.D. in Chemical Engineering from The University of Texas at Austin.
