As the first regulation of its kind, the Net Zero Industry Act (NZIA) Article 23 introduces a requirement for oil and gas producers to contribute to the development of CO2 storage capacity in the EU. This marks a shift in climate policy, embedding responsibility within the oil and gas sector to actively support CO2 storage.
Under Article 23, 44 EU oil and gas producers are obligated to deliver 50 million tonnes of annual CO₂ injection capacity. With penalty regimes set to be in place by June 2026, are these producers on track?
Article 23 Watch, a joint initiative of Clean Air Task Force, Carbon Balance Initiative, and Bellona Europa, is working to track progress by the obligated producers and identify the steps needed to ensure the target is reached. This webinar will cover the latest findings of our annual report on how EU oil and gas producers are meeting their CO2 storage obligations, followed by a discussion from expert panellists.
Achieving the storage target will be critical to ensuring Europe can deliver on its climate goals while retaining a viable industrial sector.
