Europe’s National Energy and Climate Plans

Bridging the planning gap to deliver on climate targets

The next decade will be decisive for climate mitigation in Europe. In 2019, Member States debuted National Energy and Climate Plans (NECPs), laying out each state’s vision for climate action by 2030.

From June 2023 to June 2024, Member States must revise, update, and finalise their NECPs – an opportunity to transform Europe’s current climate and energy policy ambitions for 2030 and beyond into policy action by addressing Europe’s planning gap with concrete recommendations for policymakers.

Transforming European National Energy and Climate Plans

This report recommends Member States include areas of research, collaboration, deployment, and investment in their National Energy and Climate Plans (NECPs) beyond what is included in the European Commission’s NECP update guidance document and in previous NECP submissions. It envisions the NECPs as a key interim planning tool that Member States can leverage to plan for and achieve European climate and decarbonisation policy goals of 2030, 2040, and 2050. It also includes recommendations for key components that policymakers can imbue into NECPs to ensure these plans are fit for purpose.

National Energy and Climate Plan Playbooks

National Energy and Climate Plans are a valuable tool to maximise the medium-term planning potential to meet climate targets. With these thematic playbooks, Clean Air Task Force aims to empower national stakeholders across Europe to improve their updated National Energy and Climate Plans and foster innovative approaches to swiftly and effectively meet EU targets.
