Accelerating the Deployment of Clean Power Technologies to Reliably Decarbonise Europe through Enhanced Planning and Contracting Mechanisms

The European power sector is facing new challenges as it now enters a deep decarbonisation phase. Europe’s climate and energy strategy places electricity at its heart to achieve decarbonisation and security of supply while ensuring economic growth. This requires the massive deployment of renewable energy sources such as wind and photovoltaic as well as incentivising the deployment of ‘clean firm’ generation, such as nuclear energy or geothermal plants, and other flexible capacities, such as storage and demand response, to achieve 24/7 decarbonised power and to balance the weather-dependent renewables and demand. This will also require a robust network infrastructure. 

This report analyses the market design issues and potential solutions for accelerating the deployment of clean power technologies to reliably decarbonise Europe through enhanced planning, procurement, and contracting mechanisms.
