New York announces new energy infrastructure plan in an important move to clean electricity procurement

September 24, 2026

NEW YORK – Governor Hochul announced the Energy Infrastructure Development Plan (EIDP) to support the state’s clean energy planning efforts.

“Governor Hochul’s announcement is an innovative effort to establish comprehensive, centralized electricity planning for New York,” said John Carlson, Senior Northeast Regional Policy Manager at Clean Air Task Force (CATF). “The EIDP will help the state proactively ensure reliable electricity supply in a way that captures cost efficiencies and accelerates critical emission reductions. CATF provided recommendations on how to reform New York’s system earlier this year, and we look forward to working with the state on its innovative EIDP planning process.”

CATF, along with the Center for Public Enterprise, submitted recommendations to the New York Department of Public Service. These recommendations include comprehensive planning and procurement policies to support clean energy deployment. CATF expanded on these concepts in a recently released report, “State-Led Planning, Development, and Procurement,” that identifies key components states with wholesale electricity markets can implement to help achieve long-term electricity goals. Those components include three essential elements, which New York’s recent actions make efforts toward:

  1. System needs assessments: Periodic, proactive, scenario-based assessments to identify long-term system needs and gaps in market-driven development.
  2. Technology development roadmaps: Roadmaps that identify, characterize, and offer strategies and policy solutions to address technology development and investment barriers.
  3. Development mandates or state-led procurement: State-mandated procurement targets or direct state procurement of resources assessed to have long-term value, providing revenue certainty for investors not present in existing market-based mechanisms.
