ROLE

The role of the Carbon Dioxide Removal (CDR) Policy Manager is to develop and advocate for policies that promote the development and deployment of carbon removal and storage options in the United States and the European Union. Policy education and advocacy will be primarily conducted at the U.S. federal level as well as European Union institutions, in coordination with both U.S and EU Advocacy teams. Substantive policy work  includes monitoring and evaluating existing policies and policy concepts as well as developing new policies, along with planning and executing outreach campaigns together with the rest of carbon capture team and advocacy teams. It will also include collaboration with allied NGO, business, expert, and government-based stakeholders.

Key Functions and Responsibilities:

  • Policymaker education and advocacy: Develop and execute strategies relating to education about relevant policy concepts and advocacy to achieve carbon dioxide removal (CDR) policy outcomes, including those that create synergies with point source carbon capture and storage. This will include planning and executing direct communications with public officials, as well as leveraging networks of relevant stakeholders from civil society/NGOs, the commercial sector, and experts.
  • Development and assessment of policy: Work with the CATF Carbon Capture team, the Land and Climate team, the advocacy function, other programs, and outside groups to develop policies that are effective in scaling up CDR to the levels needed by midcentury. Policy areas include but are not limited to: implementation of direct air capture (DAC), hub funding from the Bipartisan Infrastructure Law, expansion of public and private markets for DAC, research and development, U.S. federal DAC procurement policy, pore space rights, and other related policies. Additionally, in the EU, the Carbon Removal Certification Framework as well as other policy areas to support carbon management and carbon removal.
  • Support or lead analysis in support of policy development and advocacy: Directly undertake, support, or oversee analytic work related to policy assessment and advocacy. Areas can include policy analysis, economic modeling, and assessment of technology status.
  • External communications: Represent CATF with news media and in public forums such as hearings, meetings, conferences, and workshops. Develop blogs, reports, white papers, and other forms of content.
  • Subject matter expert: Possess deep familiarity with technical, economic, market, and policy issues related to DAC deployment and land- and ecosystem-based carbon removal methods – their pros, cons, and policy needs.
  • Collaboration: Work in collaboration with and provide support to the carbon capture team members and other CATF teams as needed.
  • Growth of DAC around the world: Seek opportunities for synergies between U.S. CDR and DAC policy and that in the rest of the world to support CATF’s mission of global decarbonization.
  • Operational support: Provide support to fundraising efforts, including grant writing and funder communications.

Skills/Qualifications:

  • MSc/MA or other advanced degree is required.
  • Demonstrated experience in policy design.
  • S. lobbying and policy advocacy experience required.
  • Strong analytical and problem-solving abilities.
  • Thorough knowledge of CDR, energy, and climate policy.
  • 5+ years full-time professional experience strongly preferred but candidates with relevant experience who do not meet this threshold are encouraged to apply.

Compensation and Location: 

This is a full-time position. CATF offers an excellent benefits package and a competitive salary range of $100,000 to $135,000, commensurate with experience. The location for this position is flexible.
