  • CATF's Opening Brief in BART Challenge

    EPA's 2005 BART rule exempts power plants from a statutory requirement aimed at reducing haze-forming pollutants, as long as the power plants comply with the cap-and-trade program established by the "Clean Air Interstate Rule" (CAIR). CATF and the National Parks Conservation Association have challenged the BART rule because it will not improve visibility in many national parks and wilderness areas.
