In June of 2009, the American Clean Energy and Security Act (also known as the Waxman-Markey bill) narrowly passed the House of Representatives, marking the first time climate legislation passed either body of Congress. The Senate however was unable to overcome the 60-vote margin necessary for passage and thus the bill never made it to the President's desk. Currently Congress is unable to pass any proactive climate policy, and is actively engaged in trying to limit the Administration's ability to address global warming pollution through regulatory actions.
