Creating the blueprint for European climate strategy

Every year, the global energy system produces almost 40 billion tonnes of carbon dioxide emissions — pushing our planet toward irreversible climate tipping points. Emissions reductions are behind schedule and current European policies are missing the mark.

Amidst the shifting geopolitics and socio-economic impacts of the energy crisis, at CATF we advocate for a suite of climate solutions helping Europe reach its 2050 climate targets.

Now is the time for a new vision

Our vision is an energy secure, economically strong, climate-neutral Europe, that delivers a blueprint for achieving net zero emissions by promoting technology optionality and supporting global decarbonisation. This will include:

  • Faster and more efficient climate infrastructure deployment
  • 24/7 carbon-free electricity
  • Hydrogen deployment in no-regrets sectors
  • Preservation and scaling of nuclear fission
  • Carbon capture and storage deployment
  • Methane mitigation measures, including on imports
  • Real decarbonisation pathways for marine shipping, aviation and heavy freight
  • Pilots and demonstrations of superhot rock geothermal energy projects
  • Getting real on the role of bio-energy and biomethane
  • Verified and additional carbon dioxide removal measures

It is time for the EU and European countries to develop a climate strategy that reflects the scale and complexity of the problem, and advance the set of policy and technology solutions needed to address it.

Our mission is to push the technology and policy changes needed to achieve a zero-emissions, high-energy planet at an affordable cost.

At CATF, we advocate for an approach to climate neutrality that achieves both long-term energy security and economic growth. We need a climate strategy that includes:

  1. Climate policies that incorporate broad options and enable each country or region to deploy solutions that suit its individual resource endowments and economies.
  2. Long-term policy and investment planning to scale needed climate technologies.
  3. More efficiently dispersing existing funding.
  4. Additional policy tools and funding to deploy different technology options and support the build-out of connecting infrastructure.
  5. Proactive planning to significantly improve the chance of delivering a more efficient and less costly future energy system.

How did CATF start?

CATF was founded 25 years ago as a legal campaign aimed at putting coal plants out of business in the United States. After a few years of fighting and winning cases on this front, policymakers began asking us how they should go about replacing those coal plants – so we brought in a new set of energy and policy experts. At the same time, the picture of global energy production was changing and it became clear the initial campaign wouldn’t be enough to make an impact around the world.

Around 10 years ago, CATF recognized that energy efficiency and renewables on their own might not be enough to slow global warming at the necessary rate, and a deeper and broader strategy was needed to address carbon and other greenhouse gas emissions from power generation, as well as fuel production and ultimately transportation and industrial sources. CATF has since pivoted to become a new kind of climate organization, one dedicated to tackling emissions across all sectors and all geographies.

What is CATF’s approach?

As an analysis- and results-driven organization, we are laser-focused on one thing: getting carbon out of the atmosphere. This is an enormous challenge that requires innovation and change at every level. CATF’s operating approach is centred on advancing change in four key areas:

  • Change the narrative to communicate the size of the problem and totality of solution requirements
  • Change technology to make available a diverse set of carbon-free options like advanced renewables, zero-carbon fuels, carbon capture, advanced nuclear, and superhot rock energy at an affordable cost
  • Change business models to include modular, manufacturable energy solutions that can be deployed anywhere quickly
  • Change policy to develop, demonstrate, and scale-up the technologies and systems needed to achieve net-zero emissions by mid-century

What does CATF do?

CATF works to safeguard against the worst impacts of climate change by driving the rapid global development and deployment of low-carbon energy and other climate-protecting technologies through research and analysis, public advocacy, litigation, narrative change, thought leadership and technology innovation. We can only transition to a zero-carbon energy system if we focus on some of the hardest to decarbonize sectors – electricity, transport, and industry – and we can only do that with the appropriate infrastructure.

Technology innovation and climate optionality

Did you know that 75% of emissions reductions are expected to come from technologies that are not yet mature? Recognized as one of the most effective environmental non-governmental organizations, or NGOs, CATF’s team of experts advance the policies and technologies necessary to decarbonize the global energy system.

We must develop and deploy a full suite of technologies and solutions at once. We call this optionality.
